Anti-Collision Devices : Are they Logical ?

Generally we have heard about Anti-Collision Devices which are able to prevent collision between trains . But are they logical ? We know that electronic devices have no guarantee and they can stop responding at any time . Some devices claim that they are 99.9% efficient .But a small chance , .1 % negativity still remains.
Is there any other way that can prevent train collision or such accident?
I think there is a way . There should be a system of virtual driver . As usual two drivers will be present in the driver cabin. But a virtual driver system should be added to it.
It will only work to stop a train. The system should be computerised and technical persons should be appointed to drive the train, I mean to stop the train, by remote logging through computers from railway terminals .
We have seen in TV that railway and air traffic control can watch the trains and planes on route every time – every moment through satellite images and Geo -positioning system. If two trains are found in same track having a distance of 1 km-2 km. , the trains can be stopped by those persons from railway terminals by remote log in to the train .
Two more things can be added into it : Sirens and emergency chains. Drivers cabin should be equipped with Sirens which will make sound in such situation when two trains will be in same track .The system will aware the driver .
We know about chains in trains .We find chains hanging in each compartment . A siren should also be installed in each compartment so that the passengers come to know that there is a dangerous situation .
And a special chain should be installed in each compartment so that listening to the sound of sirens the passengers may be able to stop the trains by pulling the chains. Anti- Collision device may not work – or can stop responding –but human won’t. Having faith on human beings rather than a device is perhaps more logical. If drivers fail ,or a human being fails others will be there to take the proper action . What do you think ?
